Financing SIDS’ Blue Development

SIDS are a diverse group of nations that share many common aspirations and challenges. These 39 countries and 18 associate members of the UN regional commissions span three regions: the Pacific; the Caribbean; and the Atlantic, Indian Ocean, Mediterranean and South China Sea (AIMS).

Despite sharing common vulnerabilities and development aspirations, SIDS are not monolithic; significant regional distinctions exist, particularly in terms of historical cohesion, institutional diversity and relationship with the ocean. The Pacific and Caribbean regions, despite their internal diversity, are politically organised at the regional level. In contrast, the AIMS SIDS lack comparable regional cohesion and strong institutions. Consequently, this report primarily focuses on the Pacific and Caribbean. However, the aim is for the conclusions drawn to apply to other SIDS as well.
